Pre-construction – the most important phase in the construction process, as it is where key decisions are made and a groundwork for success is established. Our pre-construction services combine industry expertise, owner advocacy, professionalism, and teamwork to ensure exceptional control over schedule, cost, scope, quality and safety. We use the most relevant tools, technologies and processes, and get the right people involved at the appropriate time, to drive down project costs while maintaining design intent and the customer’s overall goals and objectives. 

Scherrer Construction takes pride in our transparency and ability to develop accurate budgets with partners. We will work alongside the project team to understand the vision and goals of the client to ensure those concepts become a reality. A successful project is predicated on thoughtful planning and diligent monitoring throughout. It is our goal to deliver a project of maximum value on time and under budget. Once the project requirements have been solidified and the basic design criteria is established, Scherrer will work in concert with the client and architect to establish the Preliminary Project Budget. This will become the baseline estimate in developing all future design phase budgets. Budget updates will be generated at each interval of the design phase – Conceptual, Schematic Design, and Design Development. As the plans and scope are further defined, the budget details will increase to reflect those aspects. If any estimate falls outside of the established parameters as established by the construction/design team, Scherrer will provide appropriate recommendations throughout the process.

We will seek out long-lead items and discuss options for early procurement or alternatives to maintain the project schedule. In addition, our team focuses on evaluating the proposed systems while looking for opportunities to improve the deliverables in a project. Where appropriate, we will make suggestions that can benefit the project without sacrificing quality. We believe this offers our client a better understanding of the impact these decisions will have on the costs of construction and the lifetime of the systems. 


These reviews typically occur through each phase of the design process and take into consideration the functionality of project assembly, site constraints, lead times on project components and availability/delivery concerns. This creates a "safety" mechanism in the process to avoid last minute redesign work or unplanned cost modifications. 


Once the construction documents are finalized, Scherrer will solicit bids from our extensive list of qualified subcontractors and suppliers in an effort to finalize the Guaranteed Maximum Price (GMP) agreement with the client. The GMP will be founded on the cost of the work as well as the agreed upon General Conditions and Fee. 
The estimated cost of the work shall include a Construction Contingency, as established by the project team to address unforeseen conditions, undefined scope and portions of the project that cannot be quantified. The individual components that make up the Guaranteed Maximum Price are not individually guaranteed and savings to specific line items do not bring about a reduction to the GMP. 

Scherrer Construction uses design documents and architectural plans to create detailed bid packages for prospective subcontractors and suppliers to review for estimates. By describing the project in detail, we can ensure accurate bids and eliminate risk of unexpected costs later in the construction process. After the bids are received, we conduct a scope review meeting and the winning, qualified bidders in each category of work to specifically verify bid accuracy and to eliminate potential change requests.



Scherrer Construction can guide clients through the development of property and construction improvements. We work will all counterparts in the development process including municipal staff, project planners, engineers, environmental consultants, and surveyors. We provide guidance in the assessment of any title and land use issues and environmental challenges.
